Strange notification popup

Hello everyone,

Got an unusual question. My father got a system tray notification pop up that states "Your IP Address has been cloned." I've never heard of anything like that, and he's paranoid that he's been hacked. I don't have direct access to his machine right now, (Toshiba laptop running XP Pro) but I can walk him through almost anything. Does anyone know what this is? Any suggestions will be appreciated. Thank you in advance.
