Is reformat enough or HDD wipe needed?

I have a hopefully simple question... On a computer that had infections, a friend of mine wants to reinstall software from scratch. He wants to know could there be any chance at all that spyware/malware somehow infects the newly installed system if he "only" does reformat/repartitioning of the infected hard drive... or is it "physically" impossible?
