Computer won't start

Hello. My sister's computer is having major issues. When you attempt to start the computer it sits on the welcome screen forever and will not ever load windows. Repeatedly pressing CTRL+ALT+DEL will allow you to log in as a different user and after several attempts at logging in as the only user, it eventually loads up. This same thing happens every time you start the computer. Even if she leaves the computer on for hours it still will never start properly. I have tried to do a system restore but that accomplished nothing. Once I use the CTRL+ALT+DEL trick to get into Windows everything seems to be running perfect so I'm not sure if this is a malware issue or not. Thanks.
