I have 98SE and all of a sudden my volume icon (looks like speaker) in the tool bar next to the clock is missing. Why did it do that ? And how do I get it back ?

This should bring it back.

Go to your Control Panel and double click "Multimedia". On the Audio tab, select "Show Volume Control On Taskbar," then click OK.

Hope this helps!
