Control centre has loaded and mbam will not get rid of it

When I switch on my laptop it loads windows then goes straight onto a program called control centre
I have read all about this malware and carefully followed instructions to install and run rkill and malwarebyes'anti-malware


I have run a full scan - all went as it should
but it is still there

I am typing this on a itouch

I cannot get my computer to link to the Internet as can only log on in safe mode as an administrator

I'm totally stuck!

Please can someone suggest what icould do next?
