No Video sometimes

I bought a new PCI 256mb video card and it did not work until I disconnected the CPU and reseated the memory stick. I was then able to view my pc fine but it went back out so what could be causing the issue? Im thinking it may be the memory stick because I confirmed that the on-board video is non-functional.
