DCom Service shutdown & webpage redirect

Hi - I have my in-laws pc because it kept getting a 'Generic Host Process for Win32 Services encountered a problem and needed to close error', which would lead to 'DCOM server process launcher service' running a shut-down timer. I've managed to change the shut down to 'no action' through services.msc, but the Generic Host error continues to pop-up every time about 10 min after starting the pc. Also, having a problem with the webpages being redirected. I had the pc a few months back also because it was loaded with spyware/malware - either I did not get it all, or they've managed to allow more in.

I'm ready to throw in the towel - I've run multiple scans with Malwarebytes, spybot, ad-aware, Norton 360, and several others. I will format and reload if I have to, but figured I'd give it one last shot through bleepingcomputer......

Can you help?
