windows defender in vista

I can not turn on window defender in vista. I keep getting a message that I "need to contact the system administrator".
Can someone tell me how I can turn the windows defender in vista or who the system adminstrator is?

Did you right click the windows defender icon then move to "run as administrator"?

I keep getting a message that says"Windows Defender is turned off by group policy". It then goes on and says "To help protect your computer against harmful potentially unwanted software, contact your system administrator to enable Window Defender via group policy".

I don't know what this means because this is a single computer.
