Antivirus soft, no execution allowed

Hi, my computer is infected with a virus that has completely shut down all .exe files. This includes my antivirus removal programs already existing: malwarebytes, adware and mcafee. I can not access the Internet, it always reverts to a page to purchase virus software. It constantly opens pop up saying "windows security alert, application cannot be executed, antivirus software alert" and an array of red shields in the task bar. And the Internet explorer opens by itself to Porno.com and Viagra.com

I was able to restart my computer and run malwarebytes prior to the virus loading but the scan resulted in nothing found. The virus also blocked access to the logs. I would not be able to post them since Internet access is blocked.

I also restarted in safe mode and a blue screen popped up with "a problem has been detected and windows has been shut down to prevent damage to your computer."

if anyone is able to help, please let me know. Most important files are regularly backed up on an external device. I have not connected it since this attack.
