Daughter's computer infected; security programs not working

I was going to start my own thread but I'm going to join this one because this is what my daughters computer had/has. 1 week ago she had the same pop-ups that would direct to sites for buying anti-virus software. Since that day I cannot run any anti-virus software, I have tried Norton which will download but will not run properly, Windowd Defender say it is not working properly and is shut down, Malwarebytes will not run once downloaded. The strangest thing is I cannot even got to this site on her computer, I am redirected to either a search site or I get the Internet Explorer screen with an error message typically displayed when there is no network connection. I have tried to restore the system to a date prior to the incident but I keep getting an error message saying there was a disk failure.

Her computer is running Windows Vista SP1.
