New Laptop won't boot

A friend brought me her son's laptop that she bought new for him Christmas. He says he took it out of it's case, turned it on and nothing, except this picture of a shattered screen appears. I looked at it because they thought the screen was actually shattered. It is obviously an image. It won't boot, beep post codes or respond to any key except the power button. Before I suggest she use the restore CD, does anyone have any experience with anything like this?

UPDATE: Pardon me for a moment while I pull my foot out of my mouth.. :thumbsup: ... Turns out the laptop display was actually broken! I hooked it up to a monitor and it works perfectly. Not a mark on it anywhere but who knows what it was subjected to. That screen sure looked like an image though.....
