MS Excel 2007 Cut & paste

This issue has been coming up all over my business unit. We are using MS Office 2007 on XP Pro. Recently, my users are finding the when they right click within Excel (sometimes happens in Word as well) they are unable to choose Cut or paste. It is grayed out. I have already gone through the pain of modifying the registry and forcing Excel to re-register when they go back into the app. but the fix doesn't stick. A short while later, it's back to being gray again. I am aware that the issue most likely comes from shared Excel forms and macro's that others have implemented. My users don't care about "Why" they just want it fixed! Any idea's???
