Found NSIS.Library.RegTool.exe

I don't have 7-Zip installed on my computer anymore (got rid of it over a year ago), but I found this folder: C:\Program Files\7-Zip\NSIS.Library.RegTool.exe. NSIS.Library.RegTool.exe is the only file in the folder. Should this file be here? Is it a virus that's hiding here? If not, what is it used for?

Your help is very much appreciated.
