Encryption certificate is stored on the computer, for that user who encrypts that folder. But you can create a backup for EFS certificate and key.

How to backup EFS certificate: http://windows.microsoft.com/en-us/windows...EFS-certificate
How to recover encrypted folder : http://windows.microsoft.com/en-us/windows...iles-or-folders
