MSVRC71.dll Error

About a week ago I got a message along the lines of "RoxWatchTray9.exe cannot start because MSVCR71.dll is missing from your system. Please reinstall the program" on my Dell Inspiron 1520 laptop. I did a System Restore by the suggestion of my dad, and McAfee started acting up (it was disabled, and when I tried to fix the problem it wouldn't fix) and all these problems. I ended up fixing the problem (Malwarebytes' quarantined Malware.Packer.Gen and the whole problem resided), and now I'm having the exact same MSVCR71.dll problem again.

Could this be malware that keeps recurring and I can't get rid of it??

OS is Windows 7 32-bit.
