Word 2003 help

I'm having a problem with word 2003 in that when i'm to the very last line on a page the cursor jumps to the next page and leaves and extra line on the previous page causing my bottom margin to be bigger than 1" (which is what it's set at in page setup). I tried turning off widows and orphans, but that didn't help. Any clue what's causing the problem?
