I'm so sorry I'm being a pest, but for some strange reason the System Configuration Utitlity Window keeps popping up, and it keeps wanting me to restart my pc, i've done it about 5 times already, and it still keeps popping up, would someone please tell me how to fix this.
I appreciate all the help you have given me on getting my pc straightened out.

If you have used it to disable some startup programs, then you should get a window at boot that tells you that you are in selective start up. There should be an option to 'do not tell me this again' or somesuch.

Otherwise, when the System Confiuration Utility window pops up, click on 'Normal Startup' and then OK. It's shouldn't return at next boot.

As far as being a "Pest" goes, don't be, sorry.
If it wasn't for "Pest", we wouldn't have anything to do.
