strange acting computer: missing toolbar, shutdown not working, dll missing, etc

My computer is acting very strangly lately:
- Symantec Antivirus auto-protect turns itself off automatically once a day
- The title bar of my different programs (IE8, Explorer, Outlook, Excel) disappears sometime
- Start bar is really slow, and sometimes is missing areas
- Outlook is working very slowely
- Outlook sometimes tells me that my Archieve.pst is in use by another program (even though it is not)
- Selecting START - Shut Down does nothing (I have to do a hard shut down with the power button)
- Sometimes openning certain programs gives me a MISSING DLL error. But this is not always the case
- Seems that the memory for clipboard is really small. Unlike in the past, it does not let me copy images that are of a reasonable size

I am assuming I have some bad issues. This seems to happen when I am running Outlook and then afterwards, however, it also occurs other times as well. I have huge Outlook files (1 gb max) but that shouldnt cause the other missing DLL and not letting it shut down, I would assume.

Any and all help would be greatly appreciated.
