Missing "Top Bar"/Intranet question

I have somehow managed to lose the bar at the top of my IE pages. This lists TOOLS etc and gives me access to SECURITY, INTERNET OPTIONS etc.

I would welcome help in recovering this, please.

Secondly, after using the Disk checker this morning I now have a yellow bar at the top of my screen which states:

QUOTE: Intranet Settings are now turned off by default. Intranet settings are less secure that Internet settings. Click for options.UNQUOTE

I can get rid of the message by clicking options. However, why has this message appeared after years of using my PC?

If I "enable" Intranet settings I am warned that they are not as secure.

I believe that I can redress the problem by accessing Internet options but my "task" bar is missing!

Any help/advice you can offer will be very gratefully received.

Right click a blank area up top and see what bars are checked, you may not want them all but that is where you will find them.
