Performance Library / Performance data files.
Orphaned files, created by normal operation and sometimes by abnormal shutdown.

This free program will delete the file and any other stubborn files:

Unlocker

http://www.scanwith.com/download/Unlocker.htm

The file (and possibly other Perflibs) can recreate on reboot or startup,
but you will be able to see through the Unlocker program,
which particular program it, or they, relate to.

FYI, I had 2 such .dat files created on startup, which related to Java and Avast 4.8;
since updating Java and installing the latest Avast v5, they no longer appear.

Hope this helps.
