I am trying to get into local settings under my profile and it is locked, I have full permissions and ownership??????

Also where is the windows live mail and how do I move mt outlook express items over???

Assuming you have moved to Windows 7:
Windows Live mail does not come with Windows 7 - you have to get it from the Windows Live site (also Photo Gallery and Movie Maker if you are interested in them) see the following which also refers to moving Express items:
