Cannot open any program or file

I turned on my computer the other day and "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." on anything I try to open. I cannot open any Windows Explorer window or file. I am able to open something if I right click, click run as and login with my user. If I try to go to Control Panel, explorer.exe closes and re-opens for no apparent reason. If I open run, click browse, and right click -> Explore on My Documents, I get an error (Runtime error 217 at 04F3378B) then an explorer window opens My Documents
