Unable to log onto any account on XP

So my mother infected her computer with some sort of virus or rouge. When you start XP you get the screen to log in. Once you enter your password it loads for a split second and then boots you out of your account.

I CANNOT get onto any account, so please do not tell me to download something to the desktop to scan, I can't even get to a start menu.

I've tried starting in safe mode, but safe mode does the same thing. (Won't let me into an account)

She does NOT have her XP disks.

Any ideas how to fix this?

Well,
I'm not 100% sure, but this just seems like a virus. She did say that before this happened she got a warning screen that said she had a virus and she clicked on it. It sounds like it was a fake pop up that downloaded something onto her computer.

I can't figure out why safe mode won't load (it just does the same thing) and doesn't say safe mode in the corners. If I could get it to log on to an account I would try to run adaware, or something else.
