Hi Farmer319,

Welcome to Bleeping computer.

I found this info on another forum so I cannot abosolutely say that it will fix your problem.

ERROR CODE 46-NPQE: This is an AOL connectivity code, my repair was simple, go to add/remove programs, select AOL Connectivity, change/remove, then select repair, make sure you are closed out of AOL software before starting. It fixed it fast!
