Heavily compromised XP box- Redirect-won't run apps

This XP-Pro box has started reporting hoax security threats and will not allow any windows exe files to be run. I can't run msconfig or task manager. I can launch IE but I can't connect to any web sites I enter..

The security system they are seling is Live something. I don't have the computer available now but will get specifics later.

I need some solution where I can dl a scrubber and burn it to cd on another computer I think. Anyone have a idea how to get this back? Safe mode isn't any different.
