The Language is messed up in places

I don't know what I did to my computer, or what has happened, but I need help. There is this really odd language that came up in certain places, such as new programs and on certain places on the internet. I am going to include a few pictures of what it looks like and places that it is happening.

Can you please tell me what the solution is? It's annoying and I am pretty sure there is a big problem.

I feel it could be malware/ spyware, but I have ran Malewarebytes' Anti-Malware, Super Anti-Spyware, and ComboFix, and nothing is different. Can someone help me?

Looks like you have the Russian version of Adobe Illustrator.

Control Panel/Regional and Language Options is where you should look.

I checked. I may have the Russian version, I don't know. But it still doesn't explain the stuff on the internet. I have checked the Regional Options and it's all normal.
