Green screen with message of infection - compueter won't run DDS per instructions

Hello -
It all started with Systems Warning pop ups and then the green screen with message of "Your System is Infected". Now I'm getting constant pop ups trying to get me to run different virus scan programs. I have not done this.

I tried to follow the directions on this forum, but when I get to Step 5 - Activate Firewall, I couldn't do it. I get the pop up message: "This application cannot be executed. The file is infected. Please activate your antivirus software". I tried to go to the next step and download and run DDS. I can download it, but when I try to Run it, I get the same message about application cannot be executed, etc.

I do have a HJT log that I ran last night, if that would be helpful. I did this before I got onto this forum and read your directions.

Any advice?
