Computer wont shutdown or restart.

Hi. I have been having an issue on another computer that has been driving me crazy. It wont shutdown or restart!!! Can run updates, add/remove programs, not even change some startup settings because it just wont go through the full paces.

So far i have tried going into run, services.msc, and looked into the NVIDIA driver helper that i read somewhere else but it keeps coming up with a plug and play fault and is already disables regardles.

Also looked into power settings.

I changed the startup so it would run as little programs as possible and now i cant get on the internet. Somehow that restart caught after i changed the startup settings and now it wont change back. Says it needs a full restart first.

Please help!

Exact error messages, please?

System manufacturer and model?

The error message when trying to get into the NVIDIA driver says

Config Manager
plug and play service or another required service is not available

Its an e machines but im unsure the model

When it shuts down or restarts it just sits at the "windows is shutting down screen" and doesn't do anything. It has sat for days like this :thumbsup:
