One user cannot access programs

I have Windows XP with 5 family members as users on one computer. One user is getting error message "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access this item" whenever he tries to run a program. All other users are OK. I checked User Accounts on Control Panel and he has same settings as everyone else. We recently updated to IE 8. Could this be an issue? I scanned with Webroot and CC Cleaner and I do have any messages. I have a hijackthis log if needed.

I would suspect that this user's profile is damaged.

You can create a new profile in User Accounts...and then migrate settings from the old to the new, if this is the problem.
