Fans wont stop

i built together a computer, and when i turn on the power supply, all the fans are on. the computer works fine, its just those fans that are causing some problems
I need to figure out a way to turn the fans off when the computer is off, can someone help me please

check power management settings in BIOS

Which fans and where do you have them hooked up? The power supply or the provided headers on the motherboard?
