What is Windows 7 anytime upgrade? Is it worth the price, which is about half of the normal upgrade from home premium to professional?

Here's the gist of it: you pay Microsoft for an "Anytime Upgrade" product key, enter it into your computer, and your version of Windows 7 is magically transformed into the version you bought the upgrade to. It's as simple as that.

If it's cheaper than a regular upgrade, then yeah, it's better to do it that way.

Does that answer your question?
