Windows Backup

I have a friend who is going to upgrade to Windows 7 shortly. She is running Windows Vista right now, and she cant stand it. I personally have worked on her computer, and its a mess.

So, can i run the Windows Backup in Windows Vista, then install Windows 7 (clean install, i personally would never do an in-place upgrade), and then restore that backup to Windows 7?
