Screen won't fit to monitor

Hi, I recently hooked my PC up to my my 37" vizio tv. But if i set it to its recommended settings (1920x1080) about 2 inches of black appear to the left and about a half inch on the bottom. I'm also missing 2 inchs of my window to the right and a half inch on the top i can scroll off the monitor to access things in that area but is their a way i can move it down to where it should be?

It fits fine if i have it on 1280 and 720 but the icons are large and it has no better resolution than my PC monitor so it defeats the purpose.

Any help would be great appreciated. Thanks =)

What kind of video card are you using?
