I think I have some sort of virus... I can't get online!

Okay, so basically my computer says it is online through both the belkin networking utility that I use and the windows one, but I really can't access the Internet at all. Whenever I open IE or google chrome I get a cannot connect message, and I can't fix it. I have also tried to connect to the Internet via steam and AVG updating, but niether of which came up with a positive result.

I tried some basic antivirus scanning, with AVG, ad aware, ans spybot s&d, but only the spy bot and ad aware scans came up positive, and none of them came up with anything serious. I also noticed that this happened after I upgraded to avg Internet security (free trial), and find it curious that it didn't pick anything up, even though obviously something is going on. Any help would be very very appreciated!

EDIT: Running XP Pro, btw.
