Trojan Infection Windows XP Media Edition

Good morning.
Well, not so"good" for my daughter's Dell Inspirion laptop!
This is my first time posting, so the question may need posting elsewhere?
I believe the computer has the Trojan Horse Sheur 2.CGVD virus. When I attempt to start in safe mode, it still forces a shutdown after I get to the welcome screen and attempt to log-in as administrator. I can't seem to get to a place where I can access programs, or connect to web to download fixes.
Can you assist with info on alternative safe mode start up?
AVG free simply did not work and the Trojan has taken control of the PC.
Any suggestions on a strategy to tackle this ?
