Winmap.exe error after reformatting

I have been working on my brothers computer trying to clean up viruses ... had way too many to list them all ... virtob being one of them. After weeks of fighting with this to be able to safe data ... I reformatted the hard drive ... went online to download Avast and it restarted while downloading and now I have the error loop of winmap.exe and windows explorer both encountered a problem and needs to close! I thought reformatting wiped all data and viruses from the hard drive! Please help ASAP before I go crazy!!!
