virus problem

ok, so my parents laptop had a pop up of one of those fake anti virus scanners. My mom didnt do anything with it, and went to Norton antivirus, downloaded and bought it. It ran through and it said it found a lot of highrisk virus' on there. said it needed to restart so she did, and when she tried to log into her name again it would flash her background then log back off back to the screen with all the names on the computer. Tried with all the names, and nothing. tried to use safe mode and it still did it. any ideas what i should do?
