Used Iolo Drive Scrubber now can't use Recovery Disk

I am selling my computer and ran drive scrubber to clear it. Once it completed I tried to use the Recovery Disk, but when I choose the Toshiba Recovery Wizard I am getting Error 03-EEEE-000.

Toshiba Satellite A215 - S5822

Any help will be appreciated. Thank you.
