Stupid questions about fans

I know that this is a stupid question but...
What is the difference between the "PWR_FAN and the CHA1_FAN, and the CHA2_FAN?
Logistically also?

What motherboard are you using?
How many wires does each fan have?
A lot of people will only plug the CPU fan into the motherboard while using the power supply to power the others

Its an ASUS A8N-SLI Deluxe.
I have always wondered about the "Quite cool technology" that came with it. I have always thought to myself... "In order for the quite cool technology" to work. Doesn't all the fans need to be hooked up to the motherboard?
as I have it configured now is
cpu_fan to the cpu. duh
cha2_fan to the smaller fan on top of my case
pwr_fan to nothing
chip_fan to chip. duh
cha1_fan to nothing.
The larger fans, one in front, one in back, are hooked up to the psu.
Which makes me wonder that the "quite and cool technology" is only controlling the cpu, chip set, and one of the small fans that is on top of my case.
is this correct?
And if all needs to be hooked up to the motherboard, then in what order?
