Windows Security Defender Virus

Hello, I recently got a pop up to enable this windows security thing because it found a threat. I clicked it and it installed this program. I have already tried to delete the program but understand that it just got deeper into my computer.

I cannot run any antimalaware/spyware programs and am at a loss as to what to do. I also attempted to terminate the processes but still cannot install MBAM or run any programs to scan my computer. I have also run the computer in safe mode, yet cannot install MBAM.

I really do not want to reformat the computer yet so I was wondering if you could offer any help.
