No Safe Mode Boot

I am running Windows XP Home and IE 8. I am trying to disinfect my machine, however, I cannot boot into safe mode with or without networking. In SM with networking, I get my wallpaper and no icons. Task Manager is disabled by a phantom new user called Administrator which magically appeared on my welcome screen.

SM alone I get a black screen with corner Safe Mode words and Microsoft's title at the top.

Can you advise how I can get my task manager or icons back -- or in the alternative -- can you advise how I can run malware from my c: prompt? Thanks!

If you are trying to run malwarebytes which I am assuming since you said "run Malware from my c: prompt"... Save mbam.exe to your desktop folder
when at the command promt type:
cd c:\users\your user name\desktop press enter
(the above changes what folder you are in)
now type this:
start mbam.exe press enter

worked for me when i tried it, but i am also using windows 7

Thanks for the info, but I wasn't clear in my question. I have Malwares on a disk. Can I run it from the disk without going to my desktop? Thanks!
