My OS is Windows XP x64.
After downloading a game recently, I have had trouble acquiring a license for it. This is the message that I receive when trying to run Front Office Football The College Years:

FOFColl.exe
Sorry, could not get a license at this time.
Please try running this program later.

On the game site there is a trouble-shooting log which which has some simple fixes (reboot computer, make sure DEP is turned on, etc). One of the suggestions was to make sure that my LicCtrl Service is running properly. When I checked my LicCtrl Service (Control Panel/Admin Tools/Services) I found that the status was listed as 'Starting' and I could not alter it (could not stop, pause, start, etc).

I have Malware Bytes Anti-Malware and did a scan but that did not fix. I have also scanned with PC Tools Antivirus, SUPERAntiSpyware 4, Registry Mechanic and UniBlue Registry Booster, none have been able to fix this problem.

Any assistance would be greatly appreciated. Thanks.

LicCtrl Service is legitimate.

Elicense is a common licensing tool used and installed by many programs. It should only be disabled if it is known to be causing you problems.

Elicense has a diagnostic tool which can be used to fix various issues. As such, I recommend you start by contacting Elicense Support - Support Form.
