My subscription of Norton antivirus expires today and instead of paying to renew it I am going to un install it and install a free antivirus.

Should I just remove it from add/remove programs or are there other steps I need to take?

How do I completely uninstall it?

Follow these steps very closely http://service1.symantec.com/SUPPORT/nav.n...&Src=#_Section1

That is for 2004, but you can search the Symantec site for your version.
