STUB.EXE - What is it?

I was going thru and cleaning out some old files and pictures and in "My Pictures" I found "STUB.EXE". This obviously doesn't belong in My Pictures, but does it belong anywhere on my computer? I googled it and found many conflicting references - some said it was malware, virus, etc. Some said it was a necessary program! What is it? Do I need it? Can I delete it?

"STUB.EXE" is the "Internal Name"
It is listed as "ZB461UPD_E"

"Type of File: Application -
Description: Package for the Web Stub
InstallShield Software Corp"

I have: Win XP Professional SP3
