cant boot up

when i try to boot up it brings me to a black screen that says that im having some problems then it gives me options.
safe mode
safe mode with networking
last known good configuration
ive tried everyone of them and they all bring me back to the same screen. a man said he could try to fix it for $200. he said he would put a disk in and "do his thing"...................dont really want to spend that much especially on something that with your help maybe i can fix.
