I am currently on a different computer than the on that is affected. Anyway my problem is that this message pop ups anytime I try to run a scanner. It says "NT AUTHORITY/SYSTEM" it then says something about it shutting down in one minute and a timer is displayed counting down. At first this is all it did, but somewhere along the lines of trying to disable Norton Antivirus it started sending emails rapidly. I have a combofix report if anyone would like to see.

Would replacing my OS solve this problem and remove it?

If you mean...a clean install of XP...yes, a clean install will (probably remove any malware problems) that currently exist.

Then...I have to suggest that you post (after reading all administrative procedures posted there) at BC's Am I infected What do I do - http://www.bleepingcomputer.com/forums/f/103/am-i-infected-what-do-i-do/ .
