Can see wallpaper but cannot access desktop

When my computer boots the only thing I can see is the wallpaper -after a minute- and cannot access anything on my dsktop. I can right click with my mouse and create things, ie new folders, word docs, etc but once created I cannot open them. I cannot open any existing programs or install and run new ones. I did find a way to access my data and copy it(right click- create shortcut...) but I would rather not rebuild if I don't have to. It's wierd. It acts like it's almost running in the background but I cannot see it because my desktop wallpaper is in the way. Tried deleting the wallpaper but it gives me a black screen with the little red x in the corner. Any idea? Any help is much appreciated!

Is "explorer.exe" listed as a currently running Process?

Can press control alt delete and the little hourglass pops up for a second but then no box appears. It seams like it's trapped behind the photo. So I cannot tell.
