Can not run recommended files

I have a system problem - no matter what I try to run dds.scr or malwarebytes anti malware, any uninstalls I get the same message

windows cannot access the specified path or file you may not have appropriate permissions to access this item.

I am the only user and have never set up admin permissions. Something crazy is going on and every path I take has lead to this error. I even tried disconnecting from the internet and running the malwarebytes - it stalled after 4 mins.

Is there anything I can do?

Please delete this note - I turned off McAfee and that has allowed me to remove the software I wanted to get rid of.
