Smart Card Toolset will write to "open" (blank) cards. If this card has already been
"closed" you will need the pre assigned code to open it.

There are many sites selling blank cards.

If your intention is to "hack" a card to receive free items or service you
will not get any more help here and are likely to be banned from this forum.

I don't think this has anything to do with Programming this is more of an hardware or software problem. I think the Mods will move this topic for you.

The other thing is its a misconception that memory cards are linked to memory they aren't they are just a storage medium, a small drive.

Sorry I misread your initial question you were talking about programming.

Without Googling I'm not familiar with a siemens 4432 memory card. What is it used in a phone, camera or something else?

It is not a "memory" card as you expect. It is a "Smart Card".
Mainly used to access doors to secure areas, they are
also used in public transportation (bus pass) and laundry systems.

The card is programmed by using a smart card reader and software.
(usually proprietary software specifically for the company that provided the card)

Once the card is "programmed" it is closed and secured by a PIN.
This prevents users from altering the data, such as adding credit
to a prepaid card. The company can "open" the card in order to
change the data for updating the balance or change employee info.
