Are you trying to open the file from within Outlook? Try right-clicking on it, selecting "Save As...", and saving it to the Desktop. Then right-click the file from the Desktop and select "Open with..." Choose Adobe Acrobat 9 from the list, make sure the box at the bottom is checked ("Always use the selected program to open this kind of file"), and click "OK."
That should make it so you can open PDFs from Outlook just by double-clicking on the email attachment. Let me know if you still run in to issues.
